THE BRAZILIAN FISCAL STABILIZATION PROGRAM<\/strong><\/span><\/p>\n

The first component of the Fiscal Stabilization Program encompasses the approval of constitutional and legal reforms in areas such as social security, labor, public administration and taxes as well as the introduction of a Fiscal Responsibility Act, addressing fundamental fiscal issues at the three levels of government (the Executive branch, Congress and the Judiciary).<\/span>
\nThe second component is the Plan of Actions for 1999-2000 which fulfills the commitment of President Cardoso to present a medium term fiscal program aimed at stabilizing the debt\/GDP ratio. It was formulated with the purpose of guaranteeing stabilization, creating the necessary environment for growth as well as protecting the Real against speculative market pressure. Measures contemplate the reduction of budget expenditures as well as revenue increases. They should create the basis for a reduction of interest rates in a short period of time. Particular attention is attached to the main cause of fiscal desequilibra, namely, the social security deficit at the three levels of government.<\/span><\/p>\n

PROGRAMA DE ESTABILIZA\u00c7\u00c3O FISCAL BRASILEIRO<\/span><\/p>\n

O primeiro componente do Programa de Estabiliza\u00e7\u00e3o Fiscal abrange a aprova\u00e7\u00e3o de reformas legais e constitucionais em \u00e1reas tais como seguridade social, trabalho, administra\u00e7\u00e3o p\u00fablica e tributos bem como a introdu\u00e7\u00e3o de uma Lei de Responsabilidade Fiscal, abordando assuntos fiscais fundamentais nos tr\u00eas n\u00edveis do governo (o bra\u00e7o Executivo, Congresso e o Judici\u00e1rio). O segundo componente \u00e9 o Plano de A\u00e7\u00f5es para 1999-2000 que atende o comprometimento do Presidente Cardoso de apresentar um programa fiscal de m\u00e9dio prazo com o objetivo de estabilizar a rela\u00e7\u00e3o d\u00edvida\/PIB. Ele foi formulado com o prop\u00f3sito de garantir estabiliza\u00e7\u00e3o, criar o ambiente necess\u00e1rio para o crescimento bem como proteger o Real contra press\u00f5es especulativas do mercado. Medidas contemplam a redu\u00e7\u00e3o dos gastos or\u00e7ament\u00e1rios bem como o aumento de receita. Eles deveriam criar a base para a redu\u00e7\u00e3o de taxas de juros em um per\u00edodo curto de tempo.
